this recent cold spell has stopped some of our works, we want to bring in unfrozen aggregate material and lay that on what was laid the day before, same material, which is now frozen, but laid and compacted to spec.

In pragmatic terms how are roads built beyond the arctic circle if laying on frozen materials that are not frost heave susceptible is deleterious?
